ICF wins spot on $800 million defense agency modernization contract

The Defense Counterintelligence and Security Agency awarded ICF (NASDAQ: ICFI) a position on a new multiple-award blanket purchase agreement for software engineering services to modernize the agency's National Background Investigation Services systems.
The five-year BPA has a ceiling value of $800 million across all 12 awardees, according to a company statement. ICF will be eligible to compete for task orders to deliver services that strengthen the NBIS systems using cloud-native design, zero trust architecture, open-source technologies, agile DevSecOps practices, artificial intelligence and enhanced automation.
NBIS handles background investigations for government personnel security clearances. The system processes security clearance investigations for federal agencies and contractors requiring access to classified information.
"NBIS is essential to protecting national security by enabling the government to quickly vet and continuously assess their workforce," said David Birken, ICF senior vice president for digital modernization and experience.
ICF holds Cybersecurity Maturity Model Certification Level 2, which confirms its ability to meet federal cybersecurity standards when supporting U.S. defense and civilian agency programs. The Reston, Virginia-based company provides technology solutions and consulting services to government and commercial clients.
The BPA structure allows DCSA to issue task orders for specific projects over the five-year period without conducting separate procurement processes for each requirement.
