Today's Analyst Stock Upgrades of Note:

DA Davidson upgraded Federal Signal (NYSE: FSS) from Neutral to Buy with a price target of $46 (from $39). The analyst said owing government-focused Machinery company in a recession is a good bet, especially with the recently passed stimulus bills. Shares gained 3% today on the move.

Citi upgraded Core Laboratories (NYSE: CLB) from Sell to Neutral with a price target of $17 (from $24), saying valuation better aligns with peers and the offshore recovery is now gaining momentum. Shares gained 1%.

Jefferies upgraded Progressive Corp. (NYSE: PGR) from Hold to Buy with a price target of $142 (from $123) on better positioning versus peers, accelerating NII, and valuation. Shares closed flat.
