U.S. Treasury Department names Frank Bisignano as CEO of IRS

The U.S. Treasury Department announced that Frank Bisignano will serve as Chief Executive Officer of the Internal Revenue Service while continuing his role as Commissioner of the Social Security Administration.

Treasury Secretary Scott Bessent said Bisignano will report directly to him in the newly created IRS position, managing the organization and overseeing day-to-day operations. Bessent serves as Acting Commissioner of the IRS.

Bisignano brings over four decades of experience in financial services and technology sectors. He previously served as Chairman and CEO of Fiserv, described as the world's largest financial services and payment technology company. In 2019, he led the merger of Fiserv and First Data while serving as CEO of First Data.

His earlier career included roles at major financial institutions. At J.P. Morgan Chase, he served as co-Chief Operating Officer and CEO of the Mortgage Banking unit. He also held positions at Citigroup, including Chief Administrative Officer and CEO of Global Transaction Services.

Bessent stated that the IRS and SSA share technological and customer service objectives, making Bisignano suitable for the dual role. He cited Bisignano's progress at the SSA and said the appointment aims to improve collections, privacy, and customer service at the IRS.

The announcement was made through a Treasury Department statement. Bisignano is the 18th Senate-confirmed Commissioner of the Social Security Administration.
