ZenaTech acquires Cardinal Civil Resources surveying firm

August 7, 2025 8:32 AM EDT

ZenaTech, Inc. (NASDAQ: ZENA) completed its eighth acquisition by purchasing Cardinal Civil Resources, a land surveying and engineering firm based in Williamsburg, Virginia. The acquisition represents ZenaTech's largest Drone as a Service purchase to date.

Cardinal Civil Resources operates across Virginia, North Carolina, and South Carolina, serving clients including the US Department of Transportation. Founded in 2010, the company provides surveying and mapping services to federal agencies, state agencies, municipalities, and commercial clients including national homebuilders and the US National Park Service.

The acquisition expands ZenaTech's operations in the Southeast region and adds established government contracts to the company's portfolio. Cardinal's client base includes multi-year contracts with federal, state, and local government entities, along with commercial customers in residential development, airport facilities, and park services.

"This eighth acquisition not only further expands our national footprint, but it connects us to a deeply rooted base of premier long-term government and commercial clients," said Shaun Passley, ZenaTech CEO.

The purchase comes after US Transportation Secretary Sean Duffy proposed expanding Beyond Visual Line of Sight drone operations on August 5. The proposed rule would replace case-by-case waivers with a standardized framework for commercial drone use.

ZenaTech's Drone as a Service model provides on-demand access to drone services for surveying, inspections, and automation without requiring customers to purchase equipment or hire pilots. The company aims to complete 25 acquisitions to establish locations nationwide by mid-2026.

ZenaTech operates through offices in North America, Europe, Taiwan, and the UAE, providing AI drone solutions, enterprise software, and quantum computing services for various industries including agriculture, defense, and logistics.
