August 11, 2025 7:00 AM EDT

NioCorp Developments Ltd. (NASDAQ: NB) announced that Tony Fulton has rejoined the company's board of directors, filling a current vacancy. Fulton will serve on the board's Nominating and Corporate Governance Committee and Audit Committee.

Fulton previously served on NioCorp's board from 2013 to 2016, when he left to serve as Nebraska's 22nd Tax Commissioner and Director of the Nebraska Department of Revenue. The department operates with 400 employees and manages a $9 billion enterprise.

A former Nebraska State Senator, Fulton is currently president of Nevada-based Hallmark Homecare, LLC and founder and owner of Guardian Angels Homecare, Inc. of Lincoln, Nebraska. He holds a mechanical engineering degree from the University of Nebraska-Lincoln.

"Tony is an exceptionally successful business leader and is highly regarded among senior government officials in Nebraska and nationally," said Mark A. Smith, NioCorp's chairman and CEO.

Fulton stated he is pleased to rejoin the board as the company's Elk Creek Critical Minerals project progresses. The project is located in southeast Nebraska and is expected to produce niobium, scandium, and titanium, with potential rare earth production under evaluation.

NioCorp develops critical minerals projects, with niobium used in specialty alloys and high-strength steel applications. Scandium combines with aluminum to create stronger, corrosion-resistant alloys and serves as a component in fuel cells. Titanium is used in lightweight alloys, pigments, aerospace applications, and medical implants.
